In my old company we ran 2016, 64-Bit version of Excel with 16GB of RAM and we managing data models in excess of 9M records! I would echo their advice (buy as much RAM as you can afford.) In addition, the thing that made all the difference is to be sure you are running the 64-Bit version of both Power BI Desktop and MS Office (Excel) if you are using Excel.
